CITY OF JONESBORO
COUNCIL MEETING MINUTES
MAY 10TH, 2010
The City of Jonesboro Mayor and Council held the Regular monthly Council meeting on Monday, May 10th, 2010. The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.
Council Present: Luther Maddox, Mayor
Clarence Mann, Councilmember
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Joe Compton, Councilmember
Pat Sebo, Councilmember
Bobby Wiggins Councilmember
Staff Present: Janice Truhan City Clerk, Sandra Meyers – Finance Officer, Interim Chief Wayne Woods, Joe Nettleton Public Works Director, Code Enforcement Officer Charles Carpenter, Andrew Hammond – Sergeant CID, and City Attorney Steve Fincher.
Mayor Maddox called the meeting to order. Mayor Maddox announced that the newly installed sound system is dedicated to Mrs. Lucille Yonce.
Prayer was given by Councilmember Wallace Norrington. The Pledge of Allegiance followed.
The Council considered the minutes for the Worksession held April 5th, 2010, and the Regular meeting held April 12th, 2010. Approved. [Motion: Mann, 2nd, Norrington, Vote: Unanimous].
Public Comments were given by Gary Oaks regarding the Sign Ordinance.
NEW BUSINESS: A-I:
A. Considered permitting the Cub Scouts, Post 258, to place flags on the graves at the City
Cemetery (for Memorial Day).
Approved. [Motion: Wiggins, 2nd: Grider, Vote:
Unanimous].
B. Considered Fire Services contract, County Ordinance, and lease of Fire Station #13. Adopt
by resolution Clayton County Commissioners Fire Services contract and adopt three year
lease at $70,000. per year. Approve letter of intent to adopt resolution and enter into lease.
Discussion ensued. Councilmember Wiggins made motion to enter into contract with the
City of Forest Park for Fire Services failed. [Motion: Wiggins, 2nd: none]. Councilmember
Norrington made motion to adopt Resolution for ten years of fire service, and for Clayton
County to pay $70,000. per year for three years with two appraisals, one from City and one
from County. Approved. [Motion: Norrington, 2nd: Compton, Vote: Yea –
Norrington,
Mann, Compton, Grider; Nay – Wiggins, Sebo]. Discussion further ensued.
C. Considered Resolution to re-certify as City of Ethics. Discussion ensued. Approved.
[Motion: Norrington, 2nd: Sebo; Vote: Unanimous].
D. Considered budget amendment to pay difference in GMA retirement billing due to market
considerations ($46,176.) and General Liability increase of $1,988. For a total budget
amendment from reserves of
$48,164. Discussion ensued. Approved. [Motion:
Grider, 2nd:
Norrington; Vote: Unanimous].
E. Considered Jude St. Pierre request for Conditional Use Permit for fencing company.
Approved. [Motion: Compton, 2nd: Grider,
Vote: Unanimous].
F. Consider permitting Jonesboro Firehouse Museum/Community Center to purchase drapes
for formal parties. Discussion of funds to pay. Money in separate account from fund raiser.
Approved. [Motion: Wiggins, 2nd: Mann; Vote: Unanimous].
G. Considered motion to enter Executive Session for the purposes of discussing personnel and
Legal matters. Approved. [Motion: Norrington, 2nd: Mann; Vote: Unanimous].
H. Considered motion to resume Regular meeting. Approved. [Motion: Wiggins,, 2nd: Mann,
Vote: Unanimous].
I. Considered vote on actions taken in Executive Session. None.
OTHER BUSINESS:
Mayor Maddox announced and the following activity occurred:
á Covered dish supper will be held at 6:00 p.m. Thursday May 13th, 2010 at the Jonesboro Firehouse Museum and Community Center- 103 West Mill Street.
á Neighborhood Watch program meeting will be held Monday May 17th, 2010 at 6:30 p.m. at 170 South Main Street.
á Amercian Legion Post 258 to honor. Sergeant Andrew (Phillip) Hammond, and Officer Mark Carpenter.
á Mayor Maddox mentioned Streetscape and that the streets will be tied up. Discussion ensued
á Pat Sebo stated that they were looking for volunteers for Jonesboro Days..
Mayor Maddox called for a motion to adjourn. Approved. [Motion: Mann, 2nd: Norrington, Vote: Unanimous.].
