MARCH 01, 2010 WORKSESSION MEETING NOTES:

1.     Mayor Maddox called the meeting to order and announced that Councilmember Norrington was admitted into Southern Regional hospital  Friday (before Worksession meeting).  He is in room 389.

  1. Council discussed allowing the City Clerk to approve Home Based businesses thereby reducing applicants risk of disclosure of personal information.  Ms. Truhan would have a list of conditions with applicant being required to sign as acknowledgement of Home Based business rules.  If the Home based business application if denied, the applicant will still have a right to appear before Council at the next scheduled regular meeting.  Ms. Truhan would insure that the applicant was on the agenda.  Councilmember’s Compton, Grider, Sebo, Wiggins and Mann agreed. 

 

  1. Mayor Maddox called for a report on the R.F.P for Audit Services.  Ms Truhan provided information regarding the variety of proposals received.  Councilmember Grider asked if the Police Department audit was included in the proposals. It was.  Ms. Truhan recommended starting with Fulton and Kozak as they had the best rate, and were familiar with City business.

 

  1. Mayor Maddox brought forth the format for Chief of Police review of applications. There are 22.  He stated that the reviewers would be himself and two Council members who would like to participate.  Once the group is whittled down into the final applicants, the applications will be brought forward to Council.

 

  1. 1st Baptist church  variance request regarding buffer’s and setbacks. Paramount Engineering approved with conditions.  Mayor Maddox explained the variance request and detailed setbacks from ‘code’.

 

  1. Joe Nettleton – Public Works Director brought up the sidewalk project as being complete and looks wonderful.  He will double check to insure that the job is complete and approve to pay.  Councilmember Wiggins asked if this was for all sidewalks.  Joe stated it was except for those sidewalks on Main Street.  Mr. Wiggins stated that the curb cuts for Lee Elementary were missed.  Joe will check into this.

 

      7.    Joe Nettleton discussed budget issues.  He stated that there was $10,000 for each building the City owns.  $70,000 total.  P.D. exceeded their $10k with the Air Conditioner replacement.  A new unit will be needed for the roof.  Roof at Firehouse Museum needs replacement.  Lowest bid is $24,000.  Dog House at P.D. needs new roof as well as the Public Works shop. Estimated roof cost of $30,000. City Hall needs a tremendous amount of work.  The exterior needs to be scraped and repainted and the main entrance is dry rotted.    Joe reiterated that he was advising these costs as it will be looking as though he is spending a lot of money.  Councilmember Wiggins asked if Inmate labor could be used to replace the roof.  No, not on the roof.  They could be used to make ‘Lean to’ for Golf Cart and Motorcycle.

 

Councilmember’s asked questions related to Home Based business ‘Razzle Dazzle”.

 

Councilmember Sebo addressed the issue of Recycling as part of Solid Waste pickup or the possibility of a leaf and limb dumpster, or the possibility of a bid for recyclables.

 

Councilmember Compton brought up the City funding Neighborhood Watch program.

Councilmember Grider brought up the Spectacular signs seen about town.  Business owners

using them as a draw, to bring business into the City.

 

Ms. Lucille Yonce brought up the Sound system and the inability to hear.  Mayor Maddox

Explained that Ms. Truhan was working on proposals for systems.

 

Mayor stated the ground breaking that was scheduled for 3:00 has been postponed.
