COUNCIL MEETING MINUTES

February 09, 2009

 

The City of Jonesboro Mayor and Council held the monthly Council meeting on Monday, February 09, 2009.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:       Rick Yonce, Mayor Pro Tem

                                    Bobby Wiggins, Councilmember

                                    Clarence Mann, Councilmember

                                    Roger Grider, Councilmember

                                    Wallace Norrington, Councilmember

                                    Billy Powell, Councilmember

                                   

                                    Luther Maddox, Mayor - Absent

 

Staff Present:            Brad Johnson, Joe Nettleton, Tim Jessup, Sandra Meyers and Janice                                              Truhan

 

Mayor Pro Tem Yonce called the meeting to order at 7:03 p.m.  Prayer was given by Councilmember Norrington, and the Pledge of Allegiance followed.

 

Minutes of the January 12, 2009 Regular Meeting and January 27, 2009 Called Meeting were considered.  Approved.  [Motion: Grider, 2nd: Powell, Vote: Unanimous]

 

Public Comments were given by Stacey Pye, Barbara Emert, and Travis Cantrel.  Kenneth Baker signed up for comments, but was heard as part of work session – held at 6:30 p.m.

 

Mayor Pro Tem Yonce called for Mr. Wayne Alexander from ÒIn the Bible Christian ChurchÓ to come forward to discuss rental of the Firehouse Museum and Community Room.  Mr. Alexander was not present. Motion was made to remove from agenda.  [Motion: Norrington,, 2nd: Powell Vote: Unanimous]

 

Mayor Pro Tem Yonce called for a motion to enter Executive Session. Approved. [Motion: Mann, 2nd: Norrington, Vote:  Unanimous].

 

Mayor Pro Tem Yonce called for a motion to resume the Regular meeting. Approved. [Motion: Grider, 2nd: Norrington,  Vote:  Unanimous].

 

The Council considered the following items A – H on the Agenda:

 

A.   Considered 2008 Budget amendments.  Discussion ensued that approval needed to wait for the MayorÕs return.  Motion was made to postpone.  Approved. [Motion: Grider, 2nd: Powell, Vote:  Yea – Grider, Powell, Mann, Norrington; Nay – Wiggins].

 

B.  Considered amending Robertson Sanitation contract.  Discussion ensued that further research

      needed to be conducted  prior to approval.  Motion to postpone. Approved.   

      [Motion: Grider, 2nd  Mann; Vote:  Unanimous].

 

C.  Considered sale of City of Jonesboro Sanitation Truck. Discussion ensued that further

      research needed to be conducted  prior to approval. Motion to postpone.  Approved.

      [Motion: Grider, 2nd:  Norrington; Vote:  Unanimous].

     

D.  Considered approval Probation Aide position.  Approved.  [Motion: Grider, 2nd: Norrington,

      Vote:  Unanimous]

 

E.   Considered by resolution, the appointment of Larry Mc Donald as Electrician of record. 

       Discussion ensued.  Reference was made to the charter and that the R.F.P. process was

       needed. Motion made to delete. Approved. [Motion: Grider, 2nd: Powell, Vote: Unanimous].   

 

F.   Considered approval of Information Technology R.F.P.  Approved.  [Motion: Grider, 2nd:

      Powell, Vote:  Unanimous].

     

G.   Considered approval of rental agreement and unit inspection form for 173 Cloud Street. 

       Approved.  [Motion: Grider, 2nd: Norrington, Vote:  Unanimous].

 

H.   Considered approval of R.F.Q. for Insurance Broker Services related to property, General

       Liability, Public Officials & Police Department Liability, Fleet and Workmans

       Compensation.  Approved. [Motion: Grider, 2nd: Powell, Vote:  Unanimous].

 

 

The Council considered Other Business:

 

       Mayor Pro Tem Yonce mentioned the following:

 

á      There will be a covered dish supper 6:00 Thursday at the Jonesboro Firehouse Museum.

á      There will be a Neighborhood Watch meeting February 16th, 2009 at 170 South Main Street. The meeting starts at 6:30.

 

Discussion ensued related to the locking system at the Firehouse Museum and Community Room.  Not a voteable issue.

 

      Considered motion to adjourn.  Approved.  [Motion: Grider, 2nd:Mann, Vote:
