CITY OF JONESBORO
COUNCIL MEETING MINUTES
October 12th, 2009
The City of Jonesboro Mayor and Council held their monthly
Council meeting on Monday, October 12th, 2009.
The meeting was held at 7:00 p.m. at the Jonesboro Police Station,
Council Present: Luther Maddox, Mayor
Bobby Wiggins, Councilmember
Clarence Mann, Councilmember
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Billy Powell, Councilmember
Rick Yonce, Councilmember
Staff Present: Interim Police Chief Tim Jessup, Public Works Director Joe Nettleton,
Administrative Assistant Pat Daniel, and Code Enforcement Officer
Charles Carpenter.
Mayor Maddox called the meeting to order. Prayer was given by Councilmember Norrington. The Pledge of Allegiance followed.
Minutes of the September 14th, 2009 Regular Meeting; the September 18th and 25th Called meeting minutes and the September 9th, 4th & September Public Hearing regarding Millage rate, September 18th, and September 25th 2009 Called meeting were considered and approved with corrections as to Councilmember Mann reflected as absent and was not. [Motion: Grider, 2nd: Mann, Vote: Unanimous].
The third (3rd) in a series of three Public Hearings was held regarding the 2009 millage rate proposed at zero (0) mills. No public comments were given. Mayor Maddox declared the hearing officially closed.
Public comments were given by Barbara Emert of Historical Jonesboro, Jimmy Miller, Joe Compton and Brad Johnson.
OLD BUSINESS -ITEMS
A:
A. Considered Motorized Cart Ordinance 2009-001, and the repeal of the prior Golf Cart
Ordinance
number 2008-004. Motion made to approve.

B. Considered adoption of 2009 Millage

C. Considered Variance request by Rosemene Bellanton of 183 North Main Street, proposed
personal care
home. Denied. [Motion: Norrington, 2nd:
Powell, Vote: Yea None,
Nay Grider, Mann, Norrington, Powell, Wiggins, Yonce.]
D. Considered proposal Firehouse Museum rental donation, and $250.00 donation to
sponsor the
event. Approved. [Motion: Powell, 2nd: Wiggins, Vote: Yea Norrington,
Powell, Wiggins, Maddox; Nay Grider,
Mann, Yonce. Mayor Maddox broke the tie
with
a yea vote]
E. Considered request by Mr. Ed Wise to pursue grants for new sirens for the City, and for
the construction of paths for golf carts in inaccessible areas of the City. Approved.

F. Considered budget amendments as determined
by Finance Officer. Approved. [Motion:

award of R.F.P. Banking Services to SunTrust. Approved. [Motion:
Norrington, 2nd: Wiggins, Vote: Unanimous]
H. Considered amendment to the Jonesboro Housing Authority resolution for the
addition of Ms. Janice Cline to the Board of Commissioners for the term of three (3)
years. Approved. [Motion: Grider, 2nd: Mann, Vote: Unanimous]
I. Consider approval of contract between the City and Republic Sanitation for the purchase
of 850 trash receptacles at $35.00 each for a
total of $29,750. Approved. [Motion:
Grider, 2nd: Norrington, Vote: Unanimous]
J. Consider motion to enter Executive
Session. Approved. [Motion: Norrington, 2nd:

K. Consider motion to resume Regular

OTHER BUSINESS:
Mayor Maddox mentioned the following:
· There will be a covered dish supper 6:00 Thursday at the Jonesboro Firehouse Museum.
· There will be a Neighborhood Watch meeting September 21, 2009 at 170 South Main Street. The meeting starts at 6:30.
· Concert on the Courthouse lawn September 19th, 2009 Jeff Brewer Band
· City Wide Yard sale September 25, 26 and 27th. No fees for this weekend.
· Reminder vote on 09-15-09 Educational SPLOST.
· There will be no Holiday parade this year per Ms. Linda Summerlin.
