CITY OF JONESBORO
COUNCIL MEETING MINUTES
July 13, 2009
The City of Jonesboro Mayor and Council held their monthly Council meeting on Monday, July 13, 2009. The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.
Council Present: Luther Maddox, Mayor
Bobby Wiggins, Councilmember
Clarence Mann, Councilmember
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Billy Powell, Councilmember
Rick Yonce, Councilmember
Staff Present: Tim Jessup – Major, Charles Carpenter - Code Enforcement Officer,
Janice Truhan – City Clerk, Pat Daniel- Administrative Assistant.
Mayor Maddox called the meeting to order. Prayer was given by Councilmember Yonce. The Pledge of Allegiance followed.
Minutes of the June 08, 2009 Regular meeting were considered and approved [Motion: Grider, 2nd: Yonce, Vote: Unanimous].
Public Comments were given by Anne Wise, Beverly Lester, Deborah Yearra, and Annette Harris.
Presentation was given by Ms. Gail Webb of Archway Clayton. Ms. Web identified the various projects that Archway Clayton is involved in, the other Counties it has opened into and where they hoped to take their services. Mayor Maddox was identified as a member of the Executive Committee.
NEW BUSINESS: The Council considered the
following items A - K on the Agenda:
A. Considered Resolution to authorize the Mayor to pay Clayton Archway membership from
Contingency fund at a cost of
$5,000. per year. Approved. [Motion: Grider,
2nd: Yonce,
Vote: Yea
– Grider, Mann, Norrington, and Yonce; Nay: Wiggins, Powell].
B. Considered authorization for Public Works to sell surplus items in Sealed Bid sale, August
12, 2009. Approved. [Motion:
Powell, 2nd: Wiggins, Vote: Unanimous].
C. Considered Conditional Use Permit request by Mr. J. Roger Lumsden, owner of 8660 Tara
Blvd., Suite A, for the intended use of the facility for ÒReadings By AngieÓ – Operator
Angie Marks. Approved. [Motion Powell, 2nd: Grider, Vote:
Unanimous].
D. Considered delay in the implementation of City run Garbage Service, in lieu of further
analysis of rate
information and presentation to residents. Approved. [Motion: Mann, 2nd:
Grider, Vote: Unanimous].
E. Considered approval of R.F.P. for the purchase of a walk through Metal Detector for
Municipal Court from the D.E.A. fund. Motion made to approve the purchase of Metal
Detector through
the DEA fund. Motion Approved. [Motion:
Norrington, 2nd: Powell,
Vote: Yea – Norrington, Grider, Powell, Mann; Nay – Wiggins, Yonce].
F. Considered approval of R.F.P. for the purchase of two vehicles from the DEA fund for the
Jonesboro Police Department. Motion made to purchase two police cars out of DEA funds.
Mayor Maddox stated that these cars are purchased off the State Contract. Motion
approved. [Motion: Grider, 2nd: Norrington, Vote: Unanimous].
G. Consider Resolution – amended, to extend the commission of Ms. Therese Guidry to the
Jonesboro Housing Authority Board for 12 months (1 year term) and for the removal of
Mark Harris. Approved. [Motion: Wiggins, 2nd: Grider, Vote: Unanimous].
H. Consider motion to enter Executive Session for the purposes of personnel and legal
matters. Approved. [Motion: Mann, 2nd: Norrington, Vote: Unanimous].
I. Consider
motion to resume Regular meeting. Approved. [Motion: Yonce, 2nd: Norrington,
Vote: Unanimous].
J. Consider resolution to adopt revised Personnel Policy and approval to have it printed and
bound for employee distribution. Motion made to postpone to August meeting. Approved.
[Motion: Grider,2nd: Powell, Vote: unanimous].
K. Consider voting on matters discussed in Executive Session. Motion made to delete item
ÔKÕ. Approved. [Motion: Grider, 2nd: Norrington, Vote: unanimous].
OTHER BUSINESS:
Mayor Maddox mentioned the following:
á There will be a covered dish supper 6:00 Thursday at the Jonesboro Firehouse Museum.
á There will be a Neighborhood Watch meeting July 20th, 2009 at 170 South Main Street. The meeting starts at 6:30.
