COUNCIL MEETING MINUTES
December 08, 2008
The City of Jonesboro Mayor and Council held the monthly Council meeting on Monday, December 08, 2008. The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.
Council Present: Luther Maddox, Mayor
Bobby Wiggins, Councilmember
Clarence Mann, Councilmember
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Billy Powell, Councilmember
Rick Yonce, Councilmember
Staff Present: Chief Wayne Rowland, Joe Nettleton, Charles
Carpenter, and Janice Truhan
Mayor Maddox called the meeting to order. Prayer was given by Councilmember Norrington, and the Pledge of Allegiance followed.
Public Hearing was held regarding the proposed 2009 Budget. Comment was made by Nancy Coffman. The Mayor closed the hearing at 7:02 p.m.
Minutes of the November 3rd, November 12th and November 21st 2008 Called Meetings and the November 10th 2008 Regular meeting were considered. Minutes were approved unanimously. [Motion: Yonce, 2nd: Mann, Vote: Unanimous]
Public Comments were given by Mrs. Nancy Coffman, Mrs. Ann Wise and Mr. Turner regarding Zoning, the Chief of Police, bids and by Mr. Tyrone Aaron regarding the Martin Luther King parade.
A presentation by Janyce Hughes of the Georgia branch of the United States Census was given to discuss the importance of participation in the Census and Census employment.
A request by Mr. Dexter Matthews representing Clayton County N.A.A.C.P. regarding the Martin Luther King parade. Mr. Matthews wanted to know what is included in the fee for the parade, and made the statement that ÔWe should be able to have the parade where ever we wantÕ.
Mayor Maddox requested a motion to enter Executive Session. Approved. [Motion: Grider, 2nd: Norrington, Vote: Unanimous].
Mayor Maddox called for a motion to resume the Regular meeting. Approved. [Motion: Grider, 2nd: Norrington, Vote: Unanimous].
The Council considered the following items A – F on the Agenda:
A. Considered Alcohol License (Beer & Wine) for Glorious Business LLC DBA Next Level
Food Mart. Approved. [Motion: Grider, 2nd: Powell, Vote: Unanimous].
B. Considered Occupational Tax Certificate for the Palace Banquet Hall – 188 North Avenue.
Motion made to deny, approved. [Motion: Grider, 2nd: Powell, Vote: Unanimous].
C. Considered Fire Funds spending request by Mr. Ed Wise to paint three panels for the
Jonesboro Firehouse Museum and
Community Center. Approved. [Motion:
Mann, 2nd:
Norrington, Vote: Unanimous].
D. Considered Fire Considered Fire Funds spending request by Mr. Ed Wise for the install of an
alarm system in
the Jonesboro Firehouse Museum and Community Center. Discussion ensued. Approved for
install and monitoring by Mr. John
Crane. [Motion: Norrington, 2nd: Powell, Vote: Yea-
Grider, Powell,
Mann, Norrington, Yonce; Nay – Wiggins.
E. Considered appointing Jonesboro Police Department Courtroom ( 170 South Main Street) as
the official meeting place Funds spending request by Mr. Ed Wise, for the purchase and install of a
24KW Generator for the
Jonesboro Firehouse Museum and Community Room. for all City Council meetings.
Approved. [Motion: Powell, 2nd:
Mann, Vote: Yea – Grider, Powell, Mann, Norrington, Yonce; Nay – Wiggins]
F. Considered Sealed Bid Sale update and authorization to do away with surplus, unsold,
goods. Approved. [Motion: Grider, 2nd: Powell, Vote: Unanimous]
The Council considered Other Business:
Mayor Maddox made mention of the following:
á He would like to recognize Code Enforcement Officer Charles Carpenter for receiving his level one certification
á that November 22, 2008 (Saturday) will be the Holiday Festival & Parade
á that there will be a covered dish supper at 6:00 Thursday November 13th
á that there will be a Christmas Bazaar at Stately Oaks Plantation Friday & Saturday from 10:00 to 6:00 p.m.
á and that the Neighborhood Watch meeting will be held October 20th –
6:30 p.m. at 170 South Main Street.
