CITY OF JONESBORO
COUNCIL MEETING MINUTES
AUGUST 10, 2009
The City of Jonesboro Mayor and Council held their monthly Council meeting on Monday, August 10th, 2009. The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.
Council Present: Luther Maddox, Mayor
Bobby Wiggins, Councilmember
Clarence Mann, Councilmember
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Billy Powell, Councilmember
Rick Yonce, Councilmember
Staff Present: Tim Jessup – Major, Joe Nettleton – Public Works Janice Truhan – City
Clerk, Pat Daniel - Administrative Assistant.
Mayor Maddox called the meeting to order. Prayer was given by Councilmember Norrington. The Pledge of Allegiance followed.
Minutes of the July 13th, 2009 Regular meeting were considered and approved [Motion: Grider, 2nd: Yonce, Vote: Unanimous].
Public Comments were given by Margie Snowden and Mr. Cantrell.
Presentation was given by Ms. Barbara Emert regarding the trees at Statley Oaks leaning toward the house and two toward the school room. Historical Jonesboro has come to the City Council first, as advised, to request assistance in financing their removal.
OLD BUSINESS -ITEMS A

A. Considered R.F.P. for Municipal Building Inspector. Mayor Maddox stated that there were
no bids made and suggested a motion to postpone until the first of the year. Approved:

B. Considered City wide
garbage service and setting of fees. Approved. [Motion: Grider, 2nd:
Norrington, Vote: Yea – Grider, Powell, Mann, Norrington, Yonce;
Nay - Wiggins].
NEW BUSINESS –
ITEMS C – K:
C. Considered amended Motorized Cart Ordinance. Motion to postpone until next meeting.
Approved. [Motion Norrington,, 2nd: Grider,
Vote: Unanimous].
D. Considered Resolution to set speed limit for Jonesboro Road. Motion made effective upon
posting of signs.
Approved. [Motion: Powell, 2nd:
Norrington, Vote: Yea – Powell,
Norrington, Wiggins, Maddox; Nay – Grider, Mann, Yonce.]
E. Considered Ordinance to adopt revised Personnel Policy, and approval to print and bind for
employee
distribution. Motion made to postpone until next meeting. Approved. [Motion:
Grider, 2nd: Powell, Vote: Unanimous].
F. Considered approval of Freeman Mathis and Gary Quitclaim Assignment and Release
regarding water well on property located on Stockbridge Road. Motion made to approve
Mayor to
sign Quitclaim Deed. Approved. [Motion: Wiggins, 2nd: Norrington,
Vote:
Unanimous]
G. Considered Resolution to allow Clayton County Water Authority to Quitclaim wells in the
City of Jonesboro directly to the property owner upon City approval. Mayor notified by
City Attorney that the City must sign Quitclaim deed. Motion made to approve the
creation of a Resolution
to Quitclaim three wells on Chestnut Street. Approved. [Motion:
Grider, 2nd: Norrington, Vote: Unanimous]
H. Consider amending
City Fee Schedules. Motion made to
leave as is. Approved. [Grider,
2nd: Yonce, Vote: Unanimous]
I. Consider motion to enter Executive Session for the purposes of personnel and legal
matters. Approved. [Motion: Norrington, 2nd: Mann, Vote: Unanimous]
J. Consider
motion to resume Regular meeting. Approved. [Motion: Yonce, 2nd: Grider,
Vote: Unanimous]
K. Consider voting on matters discussed in Executive Session. No motion made to delete
item. No vote taken.
OTHER BUSINESS:
Mayor Maddox mentioned the following:
á There will be a covered dish supper 6:00 Thursday at the Jonesboro Firehouse Museum.
á There will be a Neighborhood Watch meeting August 17th, 2009 at 170 South Main Street. The meeting starts at 6:30.
á Qualifying begins August 31st and ends September 4th 2009
á Report on SPLOST
á Concert on the Courthouse lawn August 15th, 2009 – Dave Gosdin Band.
á Streetscape – everything is ready – we are awaiting letters to proceed – six weeks out.
á Mr. Wiggins asked about the Fire contract. City Counsel Steve Fincher addressed negotiations.
á Major Jessup stated that GCIC Warrants are up. 134 individuals picked up on warrants so far.
