CITY OF JONESBORO
COUNCIL MEETING MINUTES
April 13, 2009 - AMENDED
The City of Jonesboro Mayor and Council held their monthly Council meeting on Monday, March 09, 2009. The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.
Council Present: Luther Maddox, Mayor
Bobby Wiggins, Councilmember
Clarence Mann, Councilmember
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Billy Powell, Councilmember
Rick Yonce, Councilmember
Staff Present: Brad Johnson, Joe Nettleton, Janice Truhan, and Tim Jessup
Mayor Maddox called the meeting to order at 7:01 p.m. Prayer was given by Councilmember Yonce. The Boy Scouts presented colors and lead the Mayor, Council and those in attendance in the Pledge of Allegiance.
Minutes of the March 09, 2009 Regular Meeting and March 31st, 2009 Called Meeting were considered. Approved with amendment to the March 31st 2009 minutes, corrected to reflect the Mayor as present. March 09, 2009 & March 31st, 2009 meeting [Motion: Grider, 2nd: Norrington, Vote: Unanimous].
Public Comments were given by Larry Boak, Barbara Emert, Mr. Cantrell, Ann Wise, and Ed Wise.
Mayor Maddox called for Jim Montgomery to step forward and address the Council regarding the placing of flags by the American Legion at the City Cemetery on May 30th, 2009 at 9:30 a.m.
The Council was in agreement.
OLD BUSINESS:
The Council considered the following items A – B on the Agenda:
A. Considered disposition of Garbage Truck – Motion made to postpone until June 2009
meeting. Approved. [Motion: Mann, 2nd: Yonce, Vote: Unanimous].
B. Considered amending Robertson Sanitation Contract. Motion made to postpone until June
2009 meeting. Approved. [Motion: Norrington, 2nd: Grider, Vote: Unanimous].
NEW BUSINESS:
The Council considered the following items

C. Considered Home Based business Treble Makers – Tracy Messick - 107 Evenview Drive
Jonesboro, Georgia. Approved. [Motion: Grider, 2nd: Mann, Vote: Unanimous].
D. Considered the use of voting machines or paper ballots for the 2009 Municipal election.
Approved the use of
voting machines. [Motion: Wiggins, 2nd: Grider,
Vote: Yea – Grider,
Mann, Norrington, Wiggins; Nay: Powell, Yonce].
Interjection was introduced here by
Councilmember Powell to make an amendment to
Item I. Failed. [Motion: Powell, 2nd: Yonce, Vote: failed due to lack of unanimous vote].
E. Considered R.F.P. for City Building
Inspector. Approved. [Motion:
Norrington, 2nd:
Yonce, Vote: Unanimous].
F. Considered resolution for donation to the Meals on Wheels program of $1,000. Motion
made to
continue Meals on Wheels program donation. Approved. [Motion:
Mann, 2nd:
Yonce, Vote: Unanimous].
G. Discussed budget line item – Other Professional Services – 1500-52-1290 in the
amount of $16,000. Discussion ensued regarding the payment of an invoice to Newsome
Engineering for Annexation work. No vote taken.
H. Discussed and considered city wide hiring freeze. Motion was made for City
wide hiring freeze except for the positions already approved in the 2009 budget including
vacant Police officer position to be filled immediately. Approved. [Motion: Powell, 2nd:
Yonce; Vote: Yea – Powell, Mann, Norrington Yonce; Nay – Grider, Wiggins].
I. Discussion of Police Department Policy. Discussion ensued. No vote taken.
J. Discussion of reappointment of Ethics Committee. Discussion ensued. No vote taken.
K. Motion to enter Executive Session. Approved. [Motion: Yonce, 2nd: Norrington, Vote:
Unanimous].
L. Motion to resume Regular Meeting. Approved. [Motion: Mann, 2nd: Norrington, Vote:
Unanimous].
M. Motion to amend agenda to change Personnel policy and to vote on City Clerk
compensatory leave. Approved. [Motion: Wiggins, 2nd: Grider, Vote: Unanimous].
Policy to include 10 days annual for Enlisted and Reservist personnel when
called
for service instead of vacation leave. Approved. [Motion: Wiggins, 2nd:
Mann;
Vote: Unanimous].
N. Motion to compensate City Clerk
120 hours Compensatory pay.
Approved. [Motion:
Yonce, 2nd: Powell, Vote: Unanimous].
OTHER BUSINESS:
Mayor Maddox mentioned the following:
á There will be a covered dish supper 6:00 Thursday at the Jonesboro Firehouse Museum.
á There will be a Neighborhood Watch meeting March 16th, 2009 at 170 South Main Street. The meeting starts at 6:30.
á There will be a male only Beauty Pageant (fundraiser) April 30th at the Jonesboro Firehouse Museum.
