COUNCIL MEETING MINUTES

APRIL, 14, 2008

 

 

The City of Jonesboro Mayor and Council held the monthly Council meeting on Monday, April 14, 2008.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:       Luther Maddox, Mayor

                                    Clarence Mann, Councilmember

                                    Roger Grider, Councilmember

                                    Wallace Norrington, Councilmember

                                    Billy Powell, Councilmember

                                    Rick Yonce, Councilmember

                                    Bobby Wiggins Councilmember

 

Staff Present:            Janice Truhan, Chief Wayne Rowland, Charles Carpenter, Sandra Meyers,

                                    Pat Daniel and Joe Nettleton.

 

Mayor Maddox called the meeting to order.  Prayer was given by Councilmember Wallace Norrington.  Pledge of Allegiance followed.

 

Minutes of the March 10, 2008 regular meeting were considered.  Minutes were approved.  [Motion:  Grider, 2nd: Yonce, Vote: Yea, Grider, Powell, Mann, Norrington and Yonce; Wiggins abstained due to absence].

 

Mayor Maddox called for regular meeting public comments.  There were no public comments.

Mayor Maddox stated that Re-zone comments will be heard during the Rezone hearing.  Comments regarding rezone made by:  Nancy Coffman, Vale Stevens., Travis Cantrell regarding the 163 North Avenue Rezone request.  John Templemen commented regarding the 118 Chestnut Rezone request.

 

The Council considered entering Executive Session.  Approved.  [Motion: Norrington,  2nd: Yonce,  Vote:  Unanimous].    The Council considered resuming regular meeting.  Approved.  [Motion:        2nd: Norrington, Vote:  Unanimous].

 

Presentation of National Donate Life month Proclamation to LifeLink was made and read by Mayor Maddox.

 

The Council considered items (A) as Old Business on the Agenda:

 

             A.       Considered amendment to Parade Fees. Approved. [Motion: Grider, 2nd:

                        Yonce; Vote: Unanimous].

 

The Council considered items (B) – (M) as New Business on the Agenda:

 

            B.        Considered Home Based business application owned/operated by Audrey Y.

                        Avery of 260 North Lake Drive. Business Name – Jewelry – 6043.  Approved. 

                        [Motion: Grider, 2nd:  Norrington, vote:  Unanimous].

                        .          

            C.        Considered Rezone request of Mr. James Welch 118 Chestnut Street.  Zoning

                        change from R2-R4 with three homes on residential lot. Request denied. Motion

                        was made to deny R4 and leave zoning at R2. [Motion: Wiggins, 2nd: Powell,

                        Vote: Yea – Powell, Mann, Norrington, Wiggins, Yonce; No – Grider] 

           

            D.        Considered Rezone request of Mr. Rick Griffin 163 North Avenue. Zoning

                        change from R4-C2 with Conditional use permit to allow a funeral home.

                        Approved. [Motion:  Grider, 2nd: Norrington, Vote:  Unanimous].

 

E.         Considered request for mapping of City Cemetery.  Approved.  [Motion: Yonce,

            2nd: Grider, Vote: Unanimous].

 

F.         Considered budget amendment to address shortfall in funding to cover increase

            retirement costs.  $7,059. from Contingency fund. Approved. [Motion: Grider,

            Approved.  [Motion: Grider, 2nd: Yonce, Vote:  Unanimous].

                       

            G.        Considered approval of part time Bailiff. Approved. [Motion: Norrington, 2nd:

                        Grider, Vote: Unanimous].

 

            H.        Considered Gov Deals program – web based viewing and bidding portal.

                         Approved. [Motion: Grider, 2nd: Norrington, Vote:  Unanimous].

 

            I.          Considered Public Works fee schedule program offering curbside pickup. 

                        [Motion: Grider, 2nd: Powell, Vote:  Unanimous

 

            J.         Considered amending city of Jonesboro Sign Ordinance.  Item Tabled

                        (postponed) for a later date. [Motion to table (postpone): Grider, 2nd: Norrington,

                        Vote:  Unanimous.

 

            K.        Considered Resolution to donate surplus fire apparatus to Pike County Emergency

                        Services.  Approved. [Motion: Grider, 2nd: Yonce, Vote:  Unanimous].

 

            L.         Considered removing Resolution #2008-001, adopted March 10, 2008 for

                         Electronic fees.  Approved.  [Motion: Norrington, 2nd: Wiggins, Vote: 

                        Unanimous].

 

 

            M.       Considered adopting Resolution #2008-002, Municipal Court Fees.  Approved.

                        [Motion: Powell, 2nd:Wiggins, Vote:  Unanimous].   

 

            OTHER BUSINESS:

 

            Mayor Maddox announced –

 

á      Covered dish supper, 6:00 Thursday at the Jonesboro Firehouse Museum and Community Center.

á      The Neighborhood Watch program meeting is April 21st, 2008 at 6:30 p.m. at the Jonesboro Police Department,  170 South Main Street

á      Mayor Maddox reminded all that the first Saturday of each month is Council Corner.  Information is provided or can be given to your Councilman and Mayor (if possible), from 9:00 a.m. to 12:00 p.m.

á      John Crane made statement regarding Historical Jonesboro and the fundraiser they will have for a laser engraved brick to be placed as part of the Streetscape project.
