CITY OF JONESBORO
OCTOBER 9, 2006
COUNCIL MEETING
 

The City of Jonesboro Mayor and Council held the regular monthly meeting on Monday, October 9, 2006.  The meeting was held at 7:00pm at 170 South Main Street.  Work Session began at 6:30pm.

             COUNCIL PRESENT:        Councilman Clarence Mann
                                                            Councilman Luther Maddox
                                                            Councilman Bobby Wiggins
                                                            Councilwoman Linda Wenz
                                                            Councilman Rick Yonce
                                                            Mayor Joy Day 

            STAFF PRESENT:                Public Works Director Sam Durrance
                                                            Police Chief Jim Roberts

MINUTES APPROVED:  Councilwoman Wenz made a motion to approve the September 11, 2006 minutes.  Councilman Maddox seconded.  The motion carried unanimously.  Councilman Maddox made a motion to approve the September 19, 2006 minutes.  Councilman Mann seconded and the motion carried unanimously.

PUBLIC COMMENTS
:  T. Cantrell addressed the council regarding sidewalks on the west side of Fayetteville Road and Sanitation.  Pastor J. Steed spoke to the council regarding his church and their Feed the Hungry ministry and requested and received approval to use of the community room for this event.  J. Crane spoke about sanitation fees and suggested the council increase the cost of the CCFD lease purchase of offset cost.

EXECUTIVE SESSION
:  Councilwoman Wenz made a motion to go into Executive Session.  Councilman Yonce seconded.  The motion carried unanimously. 

Councilman Maddox made a motion to resume the regular meeting.  Councilman Mann seconded.  The motion carried unanimously.

PHONE TREE:
  Discussion was held regarding the Phone Tree communication system.  Councilman Wiggins made a motion to purchase the Phone Tree Communication system for a cost of $3,087 that will be used for city business.  Councilman Maddox seconded the motion.  Under discussion Councilman Wiggins amended his motion to include the warranty and four lines.  Councilman Maddox seconded and the motion carried unanimously.

COMMUNITY ROOM BUDGET
:  Councilman Wiggins updated the council about the ongoing renovations in the community room.  Councilman Maddox made a motion to transfer $25,000 of surplus funds to be used for the renovation of the West Mill Community Room.  Councilman Mann seconded.  The motion carried unanimously.

SIDEWALK CONSTRUCTION:  No action was taken on this agenda item.  Mayor Day gave information for the council to consider.

SANITATION 2007:  No action taken on this item.  Mayor Day gave information for the council’s consideration.

TARA BLVD:  A brief discussion was held regarding the possibility of placing a moratorium on Tara Blvd.   No action was taken at this time; however the council will possibly review this at a later time.

DDA UPDATE:  Daniel Hudson updated the council on the DDA activities.  He thanked the council for attending their meeting.  The DDA is looking into the possibility of grant monies to help with the set up of WI-FI and he asked the council if they would be interested in having wireless internet in Jonesboro.  Mayor Day asked the council if they would like to move forward with this project and they agreed to form a citizen committee to look into the Wi-Fi and they can work with the DDA and keep the council informed.  Joel Logan was appointed to that committee.  Mr. Hudson reminded everyone of the upcoming Tailgate Farmers Market this Saturday. 

OTHER BUSINESS:  Mayor Day asked for any other business.  Councilman Yonce inquired about a light out that is near the entrance to the Police Department. Councilman Wiggins commented on the new city limit signs and discussion was held about using the new logo and the cost of renovating the older signs. 

There being no further business.  Councilman Wiggins made a motion to adjourn.  Councilman Yonce seconded.  The motion carried unanimously.  The meeting was adjourned.
