CITY
OF JONESBORO The City of Jonesboro Mayor and Council held their monthly council meeting on Monday, November 13, 2006. The meeting was held at 7:00pm at the Jonesboro Police Station, 170 South Main Street, Jonesboro, Georgia. COUNCIL PRESENT: Roger Grider, Councilman Clarence Mann, Councilman Luther Maddox, Councilman Linda Wenz, Councilwoman Bobby Wiggins, Councilman Rick Yonce, Councilman Mayor Joy Day
STAFF PRESENT: Sam Durrance, Public Wks Director Wayne Rowland, Interim Police Chief Joan Jones, City Clerk
Mayor Day called the meeting to order and welcomed newly elected Council Member Roger Grider. AGENDA AMENDMENTS: Mayor Day requested the council to consider amending the agenda to include an Executive Session to discuss personnel matters and to have a Mural Update from Linda Summerlin. Councilman Yonce made a motion to amend the agenda as stipulated. Councilman Mann seconded the motion. The motion carried unanimously. MINUTES APPROVAL: Councilman Maddox made a motion to approve the October 9, 2006 minutes as written. Councilman Wiggins seconded. The motion carried unanimously. Councilman Maddox made a motion to approve the October 13, 2006 Called Meeting as written. Councilman Grider seconded. The motion carried unanimously. Mayor Day asked for a motion to approve the minutes of a Called Meeting held on October 24, 2006. Councilwoman Wenz made a motion to approve the minutes of the October 24, 2006 Called Meeting. Councilman Grider seconded. The motion carried unanimously. Mayor Day called for a motion to approve the minutes of the October 30, 2006 Called Meeting. Councilman Wiggins made a motion to approve the minutes of the Called Meeting held on October 30, 2006. Councilman Mann seconded. The motion carried unanimously. EXECUTIVE SESSION: Mayor Day called for a motion to go into Executive Session to discuss personnel. Councilman Yonce made a motion to go into Executive Session to discuss personnel matters. Councilman Grider seconded. The motion carried unanimously. Councilman Maddox made a motion that council go back into Regular Session. Councilwoman Wenz seconded. The motion carried unanimously. PUBLIC COMMENTS:
N. Hepler addressed the council regarding the DDA. D. Hudson spoke of
the many DDA projects and voiced opposition about the resolution to
dissolve the DDA. S. Schilling voiced her concern on the direction
the city is taking, the community room project, the turn over of city
personnel staff and the lack of direction. J. Steed addressed the
council on the upcoming Feed the Hungry project and asked council for
their assistance in reaching the people in need. M. Neely addressed
council regarding sanitation proposals and her dissatisfaction of what
is happening with the city. MURAL UPDATE: Linda Summerlin of Arts Clayton updated the council that all the money has been raised for the Mural Project. She explained the county has committed to match the city’s $10,000; Arts Clayton Board of Directors using their personal monies will match the $10,000; Mr. Potts is holding fund raisers to raise $5,000 or more, two banks are vying for advertising on the mural and Coca Cola Company is interested. The deadline is June 30, 2007 and Ms. Summerlin explained she will keep the council apprised of the renderings and present them to the council in the near future. Ms. Summerlin wanted to extend a special thank you to City Clerk Joanie Jones for all her help throughout the past and she extended a special recognition of Public Works Director Sam Durrance for all his help with the parade. Ms. Summerlin voiced her support of the DDA; stating they are a good resource for the council and community and recommended the council lift up their volunteers. ELECTION RESULTS: Mayor Day read into the record the results of the Special Election held November 7, 2006 to fill the unexpired term of Councilwoman Meadows. The results are as follows: Roger Grider 161----Daniel Hudson 107 PUBLIC HEARING REGARDING ZONING MAP: Mayor Day opened the floor for public hearing regarding the changes to the official zoning map. As there were no public comments, Mayor Day closed the public hearing. ZONING MAP AMENDMENT: Joel Logan reviewed the changes to the zoning map with the council. He explained the updates on the current developments on Stockbridge Road, and on North McDonough Street. The map shows the parcels for these developments. In addition, Mr. Willis Swint’s property was changed to correctly show the property lines. Mr. Griffin split his parcel at the corner of North Avenue and Fayetteville Road for residential purposes and this is reflected in the new map. The final changes include Mrs. Lucy Huie and the Rendor Betsill’s property where the corporate boundaries were corrected to comply with the original charter. Mayor Day asked for any comments or questions. There being no comment, Councilman Wiggins made a motion to approve the amendment to the Official Zoning Map as presented. Councilwoman Wenz seconded. The motion carried unanimously. HOME OCCUPATION: Ms. Sallie McCoy-Gray of 153 Irvin Street requested a Home Occupation to operate her vending machine business at this location. No action was taken on this request as Ms. Gray does not live at this primary residence.
Mr. Hepler voiced his concerns about the resolution the council is considering that will dissolve the DDA; he encouraged the council to attend the DDA Basic Training class that will be held in Macon in February. He asked the council to consider carefully what they are doing and how this will affect the city and any future businesses. What message will this will send to the business community and to people who are considering relocating to the area. PROBATION SERVICE AGREEMENT: Councilman Maddox made a motion to authorize the city attorney to write up the Probation Service Agreement. Councilman Grider seconded. The motion carried unanimously. DOWNTOWN
DEVELOPMENT RESOLUTION: Councilman Maddox made a statement to
the public regarding his thoughts on the DDA. Discussion was held
regarding the DDA actions and ideas. Councilman Wiggins explained the
DDA should be given to at least to the first of the year to see what
can be done. Mayor Day asked the council to consider the City of
Fayetteville’s website; she explained they are progressive and that it
takes awhile to get their feet wet and that it doesn’t matter who’s
ideas are used as long as they good ideas. Mayor Day asked for any
other comments or questions. There being no comments, Mayor Day
called for a motion to consider the Downtown Development Resolution.
Councilman Maddox made a motion to adopt the Downtown Development
Resolution as written. Councilman Grider seconded. Council members
Yonce, Grider, Mann and Maddox voted in favor of the motion. Council
members Wenz and Wiggins and Mayor Day opposed the motion. The motion
carried and the Downtown Development Authority is dissolved. Mayor Day reminded everyone of the upcoming Christmas Parade set for this Saturday, November 18, 2006 and welcomed everyone to come out. Mayor Day asked for any other business to come before council. Councilman Wiggins requested to make a motion to amend the agenda by adding an agenda item for the council to consider the rehire of Jim Roberts with an employment agreement. Mayor Day stated that Councilman Wiggins would like to amend the agenda to consider the rehire of Jim Roberts with an employee agreement, she asked for a motion to amend the agenda. Councilman Wiggins motion to amend the agenda. Councilman Yonce seconded. Under discussion Councilman Maddox recommended holding this discussion until the GBI investigation is finished. City Attorney reminded the council about the open records law and the public notices of the agenda and the Roberts Rule of Order in order to change the agenda. The motion did not carry as Council members Wenz and Maddox opposed amending the agenda, while council members Grider, Yonce, Mann and Wiggins voted in favor of the motion. Mayor Day presented a
plaque to Joanie Jones, City Clerk for her dedicated service to the
