Jonesboro The City of Jonesboro Mayor and Council held a Regular Council meeting on June 12, 2006 at 7:00pm. The meeting was held at 170 South Main Street. Members present: Council member Luther Maddox Council member Clarence Mann Council member Donna Meadows Council member Rick Yonce Council member Linda Wenz Council member Bobby Wiggins Mayor Joy B. Day Staff present: Joan Jones, City Clerk Minutes Approved: Councilman Maddox motioned, seconded by Councilman Mann to approve the May 2006 minutes as written. The motion carried unanimously. Public Comments: R. Helper informed council about Emergency Preparedness Program and asked for their support. C. Fredrick voiced comments about trash services and property taxes. B. Swint thanked everyone who worked on making Jonesboro Day such a success. J. Crane reviewed Jonesboro Days expenses and thanked everyone for their participation in Jonesboro Days and Taste of Clayton. Council member Maddox thanked all the volunteers who helped make Jonesboro Days successful including the Jonesboro High School ROTC, the business merchants, Dance with Donna and the DJ. Council member Wiggins asked if citizens can bring their Robertson’s payment to city hall and the city would forward to Robertson. Mayor Day said that will be fine. Council woman Wenz invited everyone to the Summer Concert Series. NEW
BUSINESS Public Hearing 1287 Hwy Spur 138: Mayor Day opened the Public Hearing for the rezoning of Jonesboro Village located at 1287 Hwy Spur 138. No public comment. Mayor Day closed the public hearing and called for a motion. Councilman Maddox made a motion to approve the action taken in April 2006 changing the zoning of 1287 Hwy Spur 138 from C-1 to C-2 with the stipulation that only C-1 business be permitted; in addition that the current square footage of the current building not be altered. Councilwoman Wenz seconded the motion. The motion carried unanimously. Executive Session: Mayor Day called for a motion to go into Executive Session to discuss personnel matters, possible litigation. Councilwoman Wenz made a motion to go into Executive Session. Councilman Maddox seconded the motion. The motion carried unanimously. Councilwoman Wenz made a motion to resume Regular Session. Councilman Wiggins seconded. The motion carried unanimously and Regular Session resumed. LARP Project: Mayor Day requested approval from the council to approve the LARP Project for Arnold Street and Cloud Street. Councilman Wiggins asked about the procedure and voiced concern that Cloud Street has been paved. She will check on this. Councilman Maddox made a motion to approve the LARP Project on Cloud Street and Arnold Street. Councilwoman Wenz seconded. The motion carried unanimously. ADA Requirements: Mayor Day gave a brief history of the ADA Requirements for 170 South Main Street from the Department of Justice regarding Handicap Parking including Van accessibility, extensions to the ramp/handrails to the building, an evacuation plan for the upper floor and court room area. Mayor Day asked for council suggestions. Councilman Wiggins suggested challenging the requirements of renovating the upstairs. Mayor Day informed the council the parking space requirements, ramp extension and handrails will be done and asked the council for feedback regarding the evacuation plan. She explained the city needs to respond to the DOJ by November 2006. FEMA Participation: Mayor Day asked for council input regarding the city participating in the FEMA Flood Plan Program. Councilman Maddox recommended the city participate in the plan. Mayor Day explained by participating in the program, it would not cost the city any money, would allow the citizens to obtain flood insurance; the city would need to update our current ordinances. Councilman Maddox made a motion to have the city pass a resolution to participate in the FEMA Flood Plan Program. Councilwoman Wenz seconded the motion. The motion carried unanimously. Parade Permit: Michael Edmondson, on behalf of the Jonesboro Masonic Lodge requested council waive the parade permit fee and to allow a change in the parade route. The parade route was discussed. Councilman Mann made a motion to waive the permit fee for this parade. Councilman Yonce seconded. The motion carried with Councilman Maddox abstaining as he is a member of the Jonesboro Lodge. RFP for Information Technologist: Mayor Day reviewed the responses the city received regarding the Information Technologist proposals. ICATCHIT and Joel Logan were the two bids received, the prices were reviewed. Councilman Wiggins made a motion to table this until Joel Logan can be interviewed. Councilman Yonce seconded. The motion carried unanimously. Budget Adjustment 06-02 City Clerk reviewed the proposed budget adjustments of transferring the Code Enforcement budget to Police Dept. ($61,390.92), the transfer of ($1,675.00 printing/binding) from Police Dept into the DEA Fund, the breakdown of the IT Personnel ($40,072.31) would be allocated for PD Clerk Salary ($13,600) IT Consultant ($8,000), Police Natural Gas ($3,000) and the remaining balance ($15,472.31) would be applied towards fuel cost. Councilman Wiggins made a motion to approve this portion of the Budget Adjustment 06-02. Councilman Maddox seconded. The motion carried unanimously. Discussion was held regarding the remaining General Administration/Downtown Director/Finance Officer ($91,790.12) with the possibility of this paying the Robertson Sanitation billing. No action was taken on this item as more study needs to be done. Councilman Wiggins made a motion to terminate the part time police employee as there was no part time position in the budget. Councilman Mann seconded. The motion carried with members Maddox, Wiggins, Yonce and Mann voting in favor and members Meadows and Wenz opposing the motion. Service Delivery Strategy: Mayor Day reviewed with council the history of the Service Delivery Strategy House Bill 489. No action was taken on this item. OTHER
BUSINESS Mayor Day reviewed the Right-of-Way memo regarding the title searches of 57 parcels which do not have all the title work completed. Councilman Maddox stated it was part of the Streetscape Project. In addition, Mayor Day stated she has been in touch with Mr. Potts regarding Broad Street and action will need to be taken on repairing this street. Councilman Maddox wanted to touch base with the council regarding car carriers going thru the city. He wanted the truck drivers to use the approved truck route: if they do not have deliveries/pickup within the city they should not be utilizing the city streets. The turn on Turner Road/Noah’s Ark Road has been re-routed. Councilman Wiggins addressed the crossing at Noah’s Ark and South Main Street concerns. Mayor Day suggested a letter to the County Commissioner to allow the trucks to use Noah’s Ark Road. Councilman Yonce updated the council on the CCMA Sept and Dec. meetings. In addition, Councilman Yonce asked about a plaque that he would like to see presented to Jimmy Wiggins. Discussion was held regarding “Other” in the line item, council would like to know what these line items are. There being no further business, Councilwoman Meadows made a motion to adjourn.
