MEETING FEBRUARY
13, 2006 The City of Jonesboro Mayor and Council held the regular monthly meeting on Monday, February 13, 2006. The meeting was held at 7:00pm at 170 South Main Street. Work Session began at 6:30pm COUNCIL PRESENT: Councilman Luther Maddox Councilman Clarence Mann Councilwoman Donna Meadows Councilman Bobby Wiggins Councilman Rick Yonce STAFF PRESENT: Public Works Director Sam Durrance Finance Officer Stacey Inglis Downtown Director Kathryn Lookofsky Interim Police Chief Jim Roberts Mayor Pro Tem Rick Yonce presided over the meeting as Mayor Day was unable to attend due to illness. MINUTES APPROVED: Councilman Maddox made a motion to approve the January 9, 2006 Council Minutes as presented. Councilman Mann seconded. The motion carried unanimously. Councilman Maddox made a motion to approve the January 19, 2006 Minutes as presented. Councilman Wiggins seconded. The motion carried unanimously. Councilman Maddox made a motion to amend the January 23, 2006 Minutes to reflect that Jim Roberts was in attendance and to include Councilman Wiggins request to state the fund balance dollar amount into these minutes. Councilman Wiggins seconded the motion. The motion carried unanimously. Mayor Pro Tem Yonce stated that in as Mayor Day was out due to illness; he will preside over this meeting. AGENDA AMENDMENT: Mayor Pro Tem Yonce requested a motion to amend the agenda as to delete Item K – Appointment to Ethics Committee and replace Item K with a Consideration to Repair Broken Sirens. Councilman Maddox made the motion to amend the agenda as requested my Mr. Yonce. Councilman Mann seconded the motion. The motion carried unanimously and the agenda was amended. PUBLIC COMMENTS: Various citizens addressed the council on the following: Equipment usage, the needs of Historical Jonesboro, the Jonesboro Stewards and their support of the Anti Gang/Drug Task Force Intergovernmental Agreement, the DDA requesting to use the building on West Mill St. to host a dinner, the Resolution calling for a Referendum on the Commuter Rail and Tara Wrecker’s request that their car haulers be allowed to utilize McDonough Street and that the trees be trimmed along Turner Road. EXECUTIVE SESSION: Councilman Mann made a motion to go into Executive Session. Councilman Maddox seconded. The motion carried unanimously. Councilman Maddox made a motion to resume Regular Session. Councilman Mann seconded. The motion carried unanimously and Regular Session resumed. POLICE CHIEF APPOINTMENT: Councilman Maddox made a motion to appoint Interim Chief Jim Roberts as Police Chief for the City of Jonesboro. Councilman Wiggins seconded. The motion carried unanimously. CITY MANAGER: Councilman Mann made a motion to accept the severance agreement package for City Manager Jon Walker. Councilman Wiggins seconded. The motion carried with Council Members Maddox, Mann, Yonce and Wiggins voting for the motion and Councilwoman Meadows voting to oppose the motion. HOME OCCUPATION: Laurel Manross requested a home occupation at her 165 Church Street residence to operate a greeting card business. Councilman Mann made a motion to approve this request. Councilman Maddox seconded. The motion carried unanimously. Altonia Clanton requested a home occupation at his residence at 1465 Brownleaf Drive to operate an office for his Janitorial Service. Mr. Clanton stated there will be no chemicals stored at this location. He cleans bank offices. Councilman Wiggins made a motion to approve this home occupation request. Councilman Mann seconded. The motion carried unanimously. CONSTRUCTION VEHICLES: Councilman Maddox made a motion to post a sign restricting construction vehicles from using Wallis Street during the Turner Property development on North McDonough Street. Councilman Wiggins seconded the motion. The motion carried unanimously. INTERGOVERNMENTAL AGREEMENT: Mayor Pro Tem requested a motion to table the Intergovernmental Agreement with Clayton County regarding Anti-Gang/Anti-Drug Task Force for further study. Councilwoman Meadows motioned to table any consideration for the Intergovernmental Agreement at this time. Councilman Maddox seconded. The motion carried unanimously. DOWNTOWN PARKING: Councilman Maddox made a motion to table the Downtown Parking consideration until the March meeting. Councilwoman Meadows seconded. The motion carried unanimously. APPOINTMENT TO DDA: Councilman Wiggins made a motion that no one appointment be made to the Downtown Development Authority at this time. Councilman Mann seconded. Under discussion, Councilwoman Meadows asked why as the applicant Daniel Hudson is qualified to be on the authority. Councilman Wiggins explained he would like to know that appointees will work with the council. The motion carried with Councilmen Maddox, Mann, Yonce and Wiggins voting for the motion and Councilwoman Meadows opposing the motion. SIREN REPAIR: Ed Wise addressed the council requesting he be allowed to repair the Emergency Sirens at no cost to the city. He explained he believes it is a breaker board which should still be under warranty. Councilwoman Meadows made a motion to have the sirens repaired by Ed Wise. Councilman Maddox seconded. The motion carried unanimously. SANITATION SERVICES: Councilman Maddox made a motion to remove the garbage collection fees from the city tax bill. Councilman Mann seconded the motion. The motion carried unanimously. BUDGET ADJUSTMENT: Finance Officer Stacey Inglis reviewed the budget adjustments and reiterated to the council that these adjustments to the General Fund result in a surplus of funds in the amount of $157,038. Overall, the UNAUDITED total that will be placed back in reserves for FY2005 will be approximately $347,000. The ending General Fund Balance is around $3,230,000 but the figures could change after the audit is performed. Councilman Maddox made a motion to approve the Budget Adjustments as presented. Councilman Wiggins seconded the motion. The motion carried unanimously. DDA UPDATE: Chairman of the Downtown Development Authority, Abb Dickson read a statement regarding the DDA, its history, why it is needed and its purpose. Councilman Maddox requested an update about what the DDA has done during its first year and asked how many new businesses it has brought into the city. Mr. Dickson explained about the DDA’s involvement with the summer concerts, the opening of Massengale Park, Jonesboro Clean-Up Day, working on grants for businesses, etc. He did not have a current listing of new businesses, but Ms. Lookofsky will make sure he gets one. REFERENDUM RESOLUTION: Mayor Pro Tem read Resolution 06-02 supporting House Bill 1033 which calls for a referendum on the commuter rail. (Resolution attached) Councilman Mann made a motion to pass this resolution. Councilman Maddox seconded. The motion carried unanimously. OTHER BUSINESS: Mayor Pro Tem Yonce stated for clarification that the city attorney will be developing ordinances for the ban of construction vehicles for Wallis Street and necessary documents for the Sanitation services. Councilman Wiggins asked for an update on the Streetscape Right of Way issues. Public Works Director Sam Durrance gave council update on the upcoming meeting with Penny Black.
