CITY OF
JONESBORO The City of Jonesboro Mayor and Council held their monthly council meeting on Monday, December 11, 2006. The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street, Jonesboro, Georgia. Council Present: Roger Grider Clarence Mann Linda Wenz Bobby Wiggins Rick Yonce
Mayor Joy Day Staff Present: Sam Durrance, Public Works Director
Wayne Rowland, Interim Police Chief Mayor Day called the meeting
to order, followed by the pledge of allegiance.
Minutes of November meetings were approved as written by unanimous vote
[November 13, 2006 meeting, Public Hearing of Budget 2007, Motion: Grider, 2nd: Mann] [November 13, 2006 Regular
Council Meeting, Motion: Wiggins, 2nd:
Wenz]. Public Comments were delivered by Robert Hepler, Suzanne Igler, and
Daniel Hudson. The council voted unanimously
to go into executive session to discuss litigation, personnel matters, and
possible real estate acquisition [Motion:
Wenz, 2nd: Yonce]. Following executive session the council
voted unanimously to resume regular session [Motion:
Wenz, 2nd: Wiggins]. Council approved the rezoning at 210
Fayetteville Road, C-1 (Commercial) to C-1 with a Conditional Use Permit for a
church, Faith Tabernacle OTHS [Motion:
Wiggins, 2nd: Wenz]. Council approved [Yea: Mann, Wenz,
Wiggins, Yonce. No: Grider] lowering the 2007 millage from the current
rate of 2.00 mills to 1.00 mill [Motion:
Wiggins, 2nd: Yonce]. Fee Schedule Adoption was deleted from
the agenda. Council voted
unanimously to waive the parade fee for the Martin Luther King, Jr. parade in
January 2007 for the Elijah Summit Lodge #309 [Motion:
Mann, 2nd: Grider ]. Probation Service Plan was
tabled, awaiting the city attorney to complete the document for council review
[Motion: Grider, 2nd: Wiggins].
Council passed the resolution for a 60-day moratorium on new
construction and rezoning in the city unanimously [Motion:
Wenz, 2nd: Grider]. Council tabled consideration of becoming a
Heritage Partner with Historical Jonesboro at a cost of $4000 until the
January 2007 meeting [Motion: Wenz, 2nd:
Wiggins]. The Flood Damage Prevention Program Agreement was approved
unanimously giving the Mayor the authority to sign said agreement [Motion: Wenz, 2nd: Grider]. Council voted unanimously to give Canine Officer Iko to
Officer Brian Fornal for a nominal amount of money ($1.00 suggested) [Motion:
Grider, 2nd: Mann]. Consideration
of Chief of Police position was tabled [Motion:
Grider, 2nd: Yonce]. Under other business, the
council unanimously approved advertising with the Great Southern Publishers,
Inc. in the Convention and Visitor’s Bureau guide to Clayton County at a
cost to the city of $3740 [Motion: Wenz,
2nd: Grider]. A called meeting was set for
December 22, 2007 at 10:00 a.m. at 170 South Main Street to consider the 2007
Budget. The meeting was adjourned
by unanimous vote [Motion: Grider, 2nd:
