CITY OF JONESBORO

COUNCIL MEETING MINUTES

FEBRUARY 11, 2008

The City of Jonesboro Mayor and Council held the monthly Council meeting on Monday, February 11^th, 2008.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

Council Present:        Luther Maddox, Mayor

                                    Clarence Mann, Councilmember

                                    Bobby Wiggins, Councilmember

                                    Wallace Norrington, Councilmember

                                    Billy Powell, Councilmember

                                    Rick Yonce, Councilmember

                                    Roger Grider, Councilmember – absent

Staff Present:             Janice Truhan, Chief Wayne Rowland, Brad Johnson, Charles Carpenter,                                       and Joe Nettleton.

Mayor Maddox called the meeting to order.  Prayer was given by Councilmember Wallace Norrington.  Pledge of Allegiance followed.

Minutes of the January 14^, 2008 regular meeting were considered.  Minutes were approved.  [Motion:  Norrington, 2^nd:  Yonce, Vote:  Unanimous].

Mayor Maddox called for regular meeting public comments.  Public comments were made by Historical Jonesboro President Barbara Emmert who presented Mayor Maddox with a plaque in appreciation for the City of Jonesboro’s ongoing support.  John Crane also spoke regarding City updates.

The Council considered entering Executive Session.  Approved.  [Motion:  Powell, 2^nd: Yonce, Vote:  Unanimous].    The Council considered resuming regular meeting.  Approved.  [Motion: Norrington, 2^nd: Powell, Vote:  Unanimous].

The second public reading of the Amendment to the Adult Entertainment Ordinance occurred.  Mayor Maddox indicated that copies of the Ordinance were available at City Hall.

Mayor Maddox called for a motion to amend the agenda to delete item ‘C’ – (Consider approval of Amendment to the Adult Entertainment Ordinance),  and to change Item ‘G’ – (Consider Resolution that will allow for 5% Franchise Fee, applicable to all approved video and cable franchises operating in the City of Jonesboro), from a Resolution to an Ordinance.   Approved:  [Motion:  Powell, 2^nd: Yonce, Vote:  Unanimous].

The Council considered items A – I on the Agenda:

            A.        Considered Home Based Business – H & L Towing – owned and operated

                        by Chris Holden, prior years taxes – gross receipts from 2006 &     

                        2007.  License approved with the restriction that Mr. Holden will pay his 2006 &

                        2007 Occupational tax and license fees. [Motion: Yonce, 2^nd: Wiggins; Vote: 

                        Unanimous].

            B.        Considered application for re-zoning request, Dixon Inc. – Don Dixon. 

                        Tax parcel number 12017BA005.  Rezone request is for the purpose of

                        building a mini storage facility.  Note:  no physical address assigned to

                        this property.  Approved.  [Motion:  Powell, 2^nd:  Mann, Vote:  Unanimous].

            C.        DELETED by Motion.          

            D.        Considered amendment to 2008 budget – increase $35,000.  Excel

                        spreadsheet dropped formula resulting in no budget modification, as

                        requested.  Approved.  [Motion:  Powell, 2^nd:  Norrington, Vote:  Yea: Powell,

                        Mann, Norrington, Yonce; No: Wiggins].

E.         Considered amendment to 2007 budget – increase in amendment over and

            above last authorized approval $143,462.  Approved.  [Motion:  Mann, 2^nd:

            Powell, Vote:  Unanimous].

F.         Considered budget amendment, per charter, for Capital Improvement/Streetscape,

            $250,000.  Discussion ensued.  Approved.  [Motion: Norrington, 2^nd: Wiggins,

            Vote:  Unanimous].

            G.        Considered Ordinance that will allow for 5% franchise fee, applicable to all

                        approved video and cable franchises operating in the City of Jonesboro.                

            H.        Considered approval of R.F.P. for Printing Services.  Approved.  [Motion: Yonce,

                        2^nd: Wiggins, Vote:  Unanimous].

            I.          Considered setting date for Jonesboro Days – proposed May 17, 2008 (3^rd

 Saturday of May).  Approved and appointed Billy Powell as Chairman.  [Motion:  

Mann,  2^nd:  Powell, Vote:  Unanimous].

Considered Adjournment.  Approved.  [Motion:  Norrington, 2^nd: Powell, Vote:  Unanimous].

Mayor Maddox stated that there was a Covered Dish Supper, 6:00 Thursday at the Jonesboro Firehouse Museum and Community Center and a Neighborhood Watch program meeting is to be held February 19, 2008 at 170 South Main Street at 6:30 p.m.
